In its first meeting the Study Group identified six issues to address through the project:
- What is the best balance between home and community based services and institutional services, given the general preference of people to remain as independent as possible for as long as possible?
- How can we integrate the currently fragmented set of acute and long-term care services so that they can be provided seamlessly to the client?
- How can we redesign systems to reduce the complexity of the long-term care system, as experienced by the client?
- How can we assure the availability of a competent, satisfied, high-quality workforce to provide long-term care services to the elderly and disabled?
- How can we assure the quality of services in all settings?
- What is the proper role and balance between private long-term care insurance and public programs?
